William R. Zollinger, III, P.E.
President and CEO of Buric
When it comes to on-time, on-budget and litigation-free construction, Bill Zollinger is one of the industry's leading experts – and one of its most outspoken critics.
It's his belief that long-standing construction practices that result in waste, poor productivity and delays continue to exist because they prove lucrative to someone, somewhere – someone, that is, who doesn't own the construction project.
Since becoming Buric's president and CEO in 1997, Bill has worked diligently to address construction's many imperfections. He is the chief architect of Buric Global, a holistic new approach to construction that empowers owners to wholly manage capital projects. It includes one-source control, real-time information sharing and performance guarantees – all of which help eradicate problems virtually, before they occur in the field.
Highly sought-after to provide expert witness testimony in negotiations, mediations and litigation cases, Bill is a frequent keynote speaker and published author on a wide range of construction-related topics including project delivery, labor productivity, Critical Path Method (CPM) scheduling, claims and cost analyses.
Bill holds a bachelor's of science degree in civil engineering from Virginia Polytechnic Institute and State University and is a registered professional engineer in Ohio and North Carolina. He is a member of the American Society of Civil Engineers, the Association for the Advancement of Cost Engineering and the Associated General Contractors of America, and is an associate member of the American Bar Association.
